In the canadian army do officers have automatic authority over non-commisioned?

Sorry, your question is nonsense - all commissioned officers are higher in rank no matter what rank a non commissioned officer has! If commissioned rank was not higher - why bother dividing up command with commissioned and non commissioned positions?
